The first step of the project was to determine the problems in our intersection in order to determine the Purpose and Needs of this project.

PURPOSE
The purpose of the Project is to address operational issues at the intersection of State Route 2 and State Route 138 in order to accommodate current and future traffic volumes, alleviate congestion, and reduce accidents.
NEEDS
1- Improve operations in the vicinity of  the State Route 2 and State Route 138 intersection.
2- Reduce seasonal backups on      westbound State Route 138 east of the   intersection.
3- Reduce collisions at and around the   State Route 2 and State Route 138 intersection.
4- Accommodate increasing  traffic volumes on State Route 138.
